A Dose of Alpha
Cardano の課題は技術ではなく実行の統率だ、という主張の回。
立法と司法は 2 年で作った。次に要るのは行政府と、DeFi 側を担う外部の実行部隊だ、と。
この回は他の回と性格が違います。RealFi Office Hours ではなく、YouTube で公開されている対談にもとづく記録です。チャタムハウスルールの対象ではないため、発言者は実名のまま扱っています。公式チャンネルの配信かどうかは確認していないため、ここでは番組名と出演者のみを記載しています。
この回の構成
立法と司法は作った。ビジョンと成長の責任を負う主体がいないことが、残っている唯一の穴だという主張。
ホスト側から「合意形成の人数が増えるほど何も決まらなくなる。Cardano のガバナンスでその潮の満ち引きをどう扱うのか」と問われたのに対し、Cardano の現状は「文字どおり予定どおり」だという答えでした。
分散型ガバナンスを後から入れることの難しさは、「走っている車のタイヤを交換するようなもの」と表現されています。初日から設計できるなら何でも作れるが、既に 100 か国以上・100 万人以上が参加しているところに、投票の仕組みがない状態で同意を取りにいかなければならなかった、と。
そこで採られた順番が、①憲法で「何が正しさか」を定める → ②正統性を認められる投票の層(ガバナンス層)を作る → ③それを束ねて行政機能を立ち上げる、というものです。
「行政機能がなければ、良いマーケティングも成長も採用も得られないし、実行して達成するための単一の戦略の声も得られない」という説明でした。この図は番組で語られた比喩をそのまま描いたものです。Cardano の実際のガバナンス機関とは 1 対 1 では対応しないので、下の折りたたみで補足します。

憲法で正統なルールを定める → その下に正統な投票主体を作る → その承認を受けて執行機関を作る、という順序の議論としては妥当です。最初から強い中央の執行機関を置くと「誰がその権限を与えたのか」を説明できない、という指摘でもあります。
ただし「立法府と司法府は完成した、あとは行政府だけ」と読むと、現状を実際より整ったものに見せてしまいます。
Cardano のガバナンスには 3 つの投票機関があり、同じ一つの提案を、それぞれ違う基準で批准します。CIP-1694 自身がこの 3 つを「異なるガバナンス機関」と呼び、ガバナンスアクションの種類ごとに、そのうち少なくとも 2 つの批准を求める設計になっています。
番組の比喩を、実際のガバナンス機関に置き直した図です。補足
半分は当たっています。財務庫の引き出し、憲法改正、プロトコルパラメータの変更、ハードフォーク、Info Action、CC の更新まで、すべての種類のアクションに投票できるので、政策を決める主体としては議会にいちばん近い存在です。
ただし国会とは違い、一般的な法律を制定する仕組みはなく、条文を審議して修正するわけでもありません。予算執行や行政監督の体系もありませんし、DReps だけで決まる提案ばかりでもありません。「立法府そのもの」ではなく、コミュニティを代表する主要な批准機関と言うほうが実態に近いです。
これも半分です。憲法を解釈して提案の合憲性を判断する点は憲法裁判所に似ています。
けれど CC は、紛争を裁かず、制裁も科さず、過去の行為を審理せず、提案を修正することもできません。原則として賛否を投票するだけです。「司法府」というより合憲性を事前に審査する委員会にあたります。
番組では触れられませんが、SPOs も独立した 3 つ目の機関です。CC への不信任、CC の更新、ハードフォーク、Info Action などに投票します。とくにハードフォークは実際にノードを更新する SPO の協力なしには成立しないので、明示的な承認主体として組み込まれています。国家の三権には対応しない、Cardano 独自の存在です。
財務庫の引き出しや憲法改正では、DReps が支持しても CC が違憲と判断すれば成立せず、逆に CC が合憲としても DReps の支持がなければ成立しません。議会が法律を作った後で、裁判所が別の事件として違憲審査するという国家の仕組みとは順序が違います。三権分立というより、複数の鍵をそろえて初めて開く共同承認に近い構造です。
ここが実務でいちばん混乱するところです。共同承認のたとえが当てはまるのは、オンチェーンで実行効果を持つアクションだけです。財務庫の引き出しや憲法改正は、必要な賛成がそろわなければ実行されません。
一方で Info Action は、資金も動かさず、パラメータも変えず、ハードフォークも起動せず、憲法も書き換えません。投票結果をチェーンに記録するだけです。
同じ「ガバナンスアクション」でも、扉を開ける鍵なのか、意向を記録した札なのかで性格が違います。補足
実例が Cardano 2030 の Info Action です。2025 年 12 月に提出され、2026 年 1 月 19 日に締め切られましたが、CC の賛成は 7 人中 2 人で必要値 66.67% に届かず、オンチェーンでは批准されないまま期限切れになりました。DRep の賛成は 66〜68%(集計の取り方によって公表値が異なります)。
それでも Intersect は、その後の更新でこれを “DReps signalled support”(DRep が支持を表明した)と表現しています。“ratified”(批准された)とは書いていません。同時に「Info Action は signaling であって正式な批准を要しない」とも説明しており、言葉は慎重に使い分けられています。
憲法は、Info Action を含むガバナンスアクションの合憲性を CC が審査すると定めています。一方、プロトコル側の整理では Info Action は CC の投票対象外としている資料もあり、両者がきれいに一致していません。
実際、Eastern Cardano Council は最初の Cardano 2030 提案について「予算案でも、後続の実行可能なアクションへの意向調査でもないため、CC が合憲性を判断する対象ではない」として棄権しました。ところが同じ評議会が、Net Change Limit の Info Action については「憲法上の財務ルールを実際に支えるものなので CC の審査が必要で、閾値に届かなければ有効な NCL とは言えない」と主張しています。同じ Info Action という器でも、扱いを分けようとしているわけです。
今の運用では、次のことが起こり得ます —— ①Info Action で方向性を問う → ②正式な批准には届かない → ③関係組織が「十分な支持シグナルがあった」と解釈する → ④その組織が実務を続ける。
そして、誰が票を解釈するのか、どの程度の支持があれば戦略として採用してよいのか、未批准の Info Action にどこまで正統性を認めるのかは、制度として決まっていません。
この意味で「行政機能が足りない」という番組の指摘は当たっています。ただし裏返すと、行政機能を作る前に Info Action の位置づけを整理しないと、行政の側が投票結果を都合よく解釈できてしまうという問題が残ります。補足これは番組では触れられていない論点です。
憲法・代表投票・合憲性審査・ネットワーク承認の仕組みは稼働しました。一方で、法律体系、立法手続き、一般的な司法、行政の執行はまだ十分に分化していません。番組の「第三の府が要る」という主張は、その未分化な部分のうち執行を担う主体に焦点を当てたもの、と読むのが正確です。
状況と数値は 2026 年 8 月 1 日時点のものです。
たとえに使われたのがアメリカ独立後の連合規約です。行政権が弱すぎて、全員が必要だと同意していたことすらできなかった —— 独立戦争の最中に、冬の野外にいる兵に靴を届けられなかったという例が挙げられました。それでも国は崩壊せず、連合規約を憲法に置き換えた。Cardano も同じ段階にいる、という位置づけです。
ここに2 年でここまで来たのは並外れて速いという自己評価が添えられています。「アメリカは固めるのに 10 年かかった。しかも全員がそれを望み、負ければ処刑される文書に署名する覚悟の人たちだった」。
ノード、開発体験、相互運用性 —— いずれも解決済みという整理。残るのは投入するだけ。
技術面は「まったく手つかずのまま無傷」と表現され、問題として残っているものはないという整理でした。
Pentad Cardano の主要組織による共同体制
補足番組では名前だけ出て説明されません。技術やプロトコルの名前ではなく、Cardano の主要な組織による、大型統合を調整・実行するための協力体制です(pentad = 5 者からなる組)。発足時は Input Output・Cardano Foundation・EMURGO・Midnight Foundation・Intersect MBO の 5 組織でしたが、2026 年 7 月に EMURGO が離脱し、この収録の時点では 4 組織です。

Cardano には、個々の DApp では導入しきれない基盤が長く欠けていました。大手ステーブルコイン、機関レベルの価格オラクル、クロスチェーン接続、オンチェーン分析、機関投資家向けカストディです。
これらは技術を実装すれば終わりではなく、提携交渉・契約・法務・予算・開発・継続的な保守・ガバナンス承認を複数の組織にまたがって進める必要があります。Pentad は新会社でも単一の開発チームでもなく、その調整をまとめて担う共同ステアリング体制です。
コミュニティは Critical Integrations Budget として 7,000 万 ADA を承認し、Intersect が管理者として契約・予算執行・進捗管理を担当しています。対象はおおむね次の 5 分野です。
直訳すると「壊れた窓のように放置されていた統合上の欠落」です。ここでは Cardano が主要エコシステムとして当然備えているべきなのに、長年欠けていた基盤統合を指しています。個々の DApp がどれだけ優秀でも、ステーブルコインが足りない・信頼される価格データがない・外部チェーンから資金が入らない・機関が保管できない・外から活動を分析できない、という状態では伸びません。
この回には Pogun も出てきますが、性質がまったく違います。Pogun は作る「製品」、Pentad は大型統合を進める「体制」です。
名前のとおり発足時は 5 組織でしたが、2026 年 7 月 8 日に EMURGO が離脱を通知しており、この収録(7 月 26 日)の時点では Input Output・Cardano Foundation・Midnight Foundation・Intersect MBO の 4 組織です。理由は、自社が提供していたウォレット SecondFi の事故対応に専念するため、と説明されています。
番組でも EMURGO は厳しく評されていますが、この離脱そのものには触れていません。
状況は 2026 年 8 月 1 日時点のもので、以降変わり得ます。
補足Leios と Peras。いずれも Cardano のコンセンサスまわりの改良で、Leios はスループット、Peras はファイナリティ(取引が確定したとみなせるまでの時間)を対象にしています。番組内では名前と「性能とファイナリティの面で戦線に戻ってきている」という一言のみで、仕様や時期には踏み込んでいません。
また、形式手法についての言い方が印象的でした。仕様を厳密に書くことはこれまで開発速度の足かせだったが、AI 時代には逆に強みになるという論です。「本当に良い仕様があれば、フルノードを 20 日でバイブコーディングできる」。
4 つのプロダクトを挙げ、いずれも「他チェーンからユーザーを奪わない」ものだと位置づけた。
事業化の側の話として、Input Output が自らベンチャースタジオになったという説明がありました。Cardano に隣接する、あるいは直接 Cardano 上に載るものとして挙げられたのが 4 つです。
補足Pogun とは。番組では説明されないので補います。Input Output が進める、Cardano 向けのエンドツーエンド型 Bitcoin DeFi 構想です。BTC を Cardano へ持ち込むだけでなく、クレジット市場で運用し、利回りを得られる状態まで一体で作ることを目指しています。狙いは約 1.6 兆ドルとされる「動いていない Bitcoin」です。

一般的な DeFi のレンディングは、価格が少し下がるたびにオラクル価格で自動清算されます。Pogun はそこを変えて、借り手と貸し手が金利・期間・担保条件・デフォルト条件を直接合意し、スマートコントラクトで執行する形をとります。日中の強制清算を基本的に使わず、明確な債務不履行が起きたときにだけ担保を処理します。現実の信用取引に近い作りです。
ローンのポジションは譲渡可能な Bond Token として発行され、Cardano 上に債券の流通市場を作る構想も含まれます。
一般ユーザーが貸し手と個別に交渉しなくても、期間と利回りを選ぶだけで BTC などを運用できるフロントエンドです。裏側では、預けた資金がクレジット市場の実際のローン案件へ割り当てられます。
中央の管理者に BTC を預けるカストディ型ではなく、BitVM を使ったトラスト最小化ブリッジを目指しています。
普通なら「まずブリッジ」と考えるところを、Pogun はクレジット市場 → Yield DApp → ブリッジの順で作ります。BTC が Cardano に移ってきたその瞬間から借入・貸付・利回り運用に使える状態にするためです。ブリッジだけ先に作っても、移動後の BTC に用途がなければ資金は定着しない、という考え方です。
Bitcoin の UTxO モデルと Cardano の EUTXO モデルに構造的な親和性がある、というのが Pogun 側の説明です。決定論的な取引処理、予測可能な手数料、ネイティブアセット、MEV を抑えた設計、非カストディ型の金融ロジックが作りやすい点が挙げられています。
リードは Omer Husain。チームには、Input Output のオープンソースの Bitcoin ブリッジ仕様である Cardinal に関わったメンバーも含まれます。
資金の出方も他と違います。助成ではなく部分的な投資の形で、収益の 20% を出資額の返済が終わるまで、その後は 5% を永続的に財務庫へ戻す条件が付いています。
これは提案上のロードマップです。実際の提供状況や時期は、資金調達・開発・監査の進み方で変わり得ます。数値と状況は 2026 年 8 月 1 日時点のものです。
番組内では別の箇所で「Bitcoin DeFi のような自然な成長領域もある」と述べられており、Pogun はまさにその領域にあたります。ただし、この 2 つが結び付けて語られてはいません。
この 4 つに共通する性質として強調されたのが「本質的に非対立的(non-adversarial)」という点でした。新しい人か新しいエコシステムを連れてくるので、Solana や Ethereum、Hyperliquid からユーザーを奪う必要がない、と。
そのうえで「Aave が来てくれるのを、Uniswap が来てくれるのを待って 1 億ドル払って問題を解いてもらう、という話ではない」と述べられています。外から大手プロトコルを誘致するのではなく、自前のベンチャーを育てるという方針の表明です。
アブストラクション、スマートコンプライアンス、PET、エージェント。1 つ欠けたら勝てない、という組み合わせ論。
「この 4 つがなければ勝てない」という言い方でした。プライバシーだけでは足りない理由として、Zcash が投機的な採用にとどまっている例が挙げられています。

Privacy Enhancing Technologies の略で、中身を見せずに正しさだけを確かめる技術の総称です。番組では 3 つが挙げられました —— ZK(ゼロ知識証明)、MPC(マルチパーティ計算)、TEE(信頼実行環境)。
たとえるなら身分証の年齢確認です。今は生年月日も住所も全部見せていますが、本当に必要なのは「21 歳以上か」というイエス・ノーだけです。PET は、その 1 ビットだけを渡して残りを隠す道具立てにあたります。
年齢だけ隠せても、どのチェーンにお金があるのかを利用者が意識しなければならない状態が残ると、結局使われません。そこを埋めるのがアブストラクションです。番組では「マルチチェーン署名で好きなチェーンに書き込み、ZK で好きなチェーンから読み取る」と説明されました。読みと書きが揃うので、利用者は結果だけを指定すればよくなります。
規制対応を、人間の審査ではなくイエス・ノーで答えられる質問の連続に置き換える発想です。「取引しても安全だと判断するのに、イエスかノーの質問をいくつすればよいか」という言い方がされていました。
ここだけ性質が違い、解いているのは技術ではなく心理的な障壁です。「暗号資産は複雑すぎて、自分が何かしくじって全財産を失う気がする」という声が 15 年変わらない、と。エージェントに権限を委任すれば、送金先のなりすましを警告するなど、1990 年代のアンチウイルスがパソコンを安全にしたのと同じ役割を果たす、というたとえでした。
4 つはそれぞれ別の障壁を担当していて、秘密(PET)・手間(アブストラクション)・規制(スマートコンプライアンス)・不安(エージェント)を 1 つずつ潰す構成になっています。だから 1 つ欠けると全体が通らない、という主張です。
PET privacy enhancing technologies
ZK・MPC・TEE を組み合わせた、中身を見せずに検証する技術群。「この 3 つを組み合わせれば何でもできる。データを見ずに分析できるので、準同型暗号と同じことを再現できる」と説明されました。
MCS / インテント multi-chain signatures / intents
「何をしたいか」だけを指定し、どのチェーンで決済されるか、どう解かれるかは気にしない仕組み。MCS で書き込み、ZK で読み取ることで、端から端まで通る系になるという説明でした。NEAR が持ち込んだものとして紹介されています。
x402 / OWS agent payment / open wallet standard
エージェントが自分でウォレットを持ち、支払いをするための標準。Cardano と Midnight で OWS を統合済み、x402 Foundation にも加わったと述べられました。Midnight Passport は年末に稼働予定とのことです。
生成 AI で「証拠が証拠でなくなった」という具体例から、検証可能性の必要性を導く。
この節はプライバシーの話ではなく、真正性(veracity)の話として語られました。導入に使われたのが、20 年以上前の一枚の写真の話です。
コロラドの山で、木の上にいたマウンテンライオンの尻尾を掴もうとしている瞬間の写真がある。実際に引っ張って襲われ、脚を折った。ところが今、その写真を見た人は誰も本物だと信じない —— 生成 AI があるから、と。
ここから導かれたのが、コミュニケーションを縮約する層に加えて「真正性の層」が要るという主張です。「気に入らないものは AI だと言い、気に入るものは本物だと言う」状態を、選択的開示と検証可能性のあるブロックチェーンで押し戻す、という組み立てでした。
その前段には、メトカーフの法則の話があります。ノードが増えるとコミュニケーションのオーバーヘッドが 2 乗で増えるため、社会システムは「都合のよいトポロジー」—— Google や Facebook のようなスーパーノードへの集約 —— を作りがちだ、と。
補足メトカーフの法則。もともとは「ネットワークの価値は接続数の 2 乗に比例する」という経験則です。番組ではこれを価値ではなくコストの側から使っていて、参加者が増えるほど調整の手間が 2 乗で膨らむ、という文脈で引かれています。ホスト側が「議会で法案を通そうとすると、議員一人ひとりが一行ずつ足していく」と言ったのを受けた返答でした。
前面は CeFi、背面は DeFi。すでに起きている収斂のパターンとして紹介された。
ホスト側から持ち込まれた概念です。髪型のマレット(前は短く整え、後ろは伸ばす)になぞらえて、前面は使い慣れた CeFi のアプリ、裏側の運用は DeFiという構成を指します。
例として挙げられたのが Morpho です。Coinbase の預金・アーン口座に入れたドルの利回りは裏側の Morpho から来ていること、Robinhood についても同じ構造で、統合に数億ドルが払われたことが述べられました。
この整理は後段で、「マレットはエージェント金融に取り込まれていく」という形で回収されます。
補足Morpho。Ethereum 系のレンディングプロトコルで、Coinbase や Robinhood のような規制対象の事業者が、自社の預金商品の裏側で運用先として使っている例が知られています。番組で挙げられた金額(統合に数億ドル)は発言のとおりに記載しており、こちらでは裏取りしていません。
「株のトークン化」には強気になれない。規制対象の資産で、新しいものを作る場合だけ意味がある。
ホスト側の「一時の流行はどれか、長く残るのはどれか」というゲーム形式の質問に対する回答です。RWA については定義によって答えが正反対だとして、2 つに割って答えました。
「金融の幹細胞(financial stem cell)」という言い方が出てきて、ホスト側が締めでもう一度取り上げていました。
RWA 2.0 の具体例として挙げられたのがウォレット・ブリッジの保険です。ウォレット作成時に否認できない情報を埋め込んでおけば、加入していることも本人が誰かも伏せたまま、事故が起きたときにだけ「それが自分の資金だった」と証明できる。反対側は担保プールで、保険料を受け取り続ける構造です。
ここで副次的な効果として挙げられたのが、保険をかけられるようにするために、ウォレットとブリッジの品質が上がるという点でした。適合性の基準を満たす必要が生じるためです。
同じ論法がステーブルコインにも適用されています。資産担保型は「結局どこかの中央集権的な企業を信頼している」ため、アルゴリズム型のほうが好きだ、と。
補足この評価は RealFi の設計とは向きが違います。RealFi の USDR は準備資産を裏付けにしたステーブルコインで、透明性ポータルで運用先を開示する設計です。番組でのアルゴリズム型への選好は Cardano エコシステム全体の話として述べられたもので、USDR について何かを述べたものではありません。
エージェントが解くのは「速さ」ではなく、パニックと知識と時間の非対称性。
3 つのお題のうち、もっとも強気だったのがここです。ただし条件が付いています —— エージェントを走らせる TEE があり、それを規制する ZK とインテントがあるなら、という言い方でした。
挙げられた効用は 4 つです。

資産の保管はあくまで本人のウォレットのまま、操作の権限だけをエージェントに預ける形です。番組では自動運転車にたとえられていました —— 運転しているのは車だが、責任は依然として運転者にある。KYC の主体も本人のままなので、自分の Binance / Coinbase の口座の下でエージェントが動く、という説明です。
エージェント取引の懸念は 2 つあると整理されています。暴走(幻覚を起こしてとんでもない取引をする)と漏洩(戦略や建玉が第三者に見える)です。TEE は計算そのものを外から覗けない箱の中で走らせる仕組み、ZK は中身を見せずに正しさだけを証明する仕組みなので、それぞれが片方の懸念に対応します。
レシピを渡さずに料理だけ売る、という状態に近いものです。ライセンスを受けた側はエージェントに資金を預けて成果を得ますが、どの銘柄をどの条件で売買しているかは見えません。番組では「これはヘッジファンドにとって最高だ」という反応が返っていました。
誰が戦略の成績を保証するのか、暴走したときの損失を誰が負うのかは触れられていません。「責任は本人にある」という自動運転のたとえが出るだけで、そこから先には進んでいません。
この延長で、ホスト側からコピートレードの話が持ち込まれました。フィンテック企業 Autopilot が著名投資家の取引を追跡・複製する商品を出していること、Hyperliquid の大口トレーダーが建玉とヘッジをコピーされないようプライベートな TEE を求めていることが挙げられています。
批判は半分正しい、と認めたうえで、片側を外部に任せたいという話。
「AlphaGrowth との関わりで何をもって成功とするか」という問いに対する回答が、この回でいちばん直接的な部分です。
「130 万人」は番組内で述べられた数字です。委任しているアドレスの数か人数かは区別されていません。
ゴーストチェーンという批判に対して、否定ではなく「半分正しい」という返し方をしています。委任とステーキングの側は活発だが DeFi は貧弱で、両方が同時に成り立っている、と。そのうえで「あなた方のような人に入ってきてもらって、もう一方の側で働いてもらう必要がある」。
期待する役割は 3 つに整理されました。
補足PRIME 提案の背景。番組で「オンチェーンに出ている」と言われている提案です。AlphaGrowth が Cardano の財務庫から1 億 2,000 万 ADA(提案時の想定単価で約 1,920 万ドル)を 12 か月で引き出し、監査・流動性インセンティブ・市場拡大を通じて DeFi の TVL を増やすという内容です。財務庫からの引き出しはDRep の 3 分の 2(67%)の賛成が必要で、2026 年 8 月 1 日時点では投票が進行中で、可決・否決は確認できていません。数字と可決状況は時点によって変わるため、この日付を添えています。
番組の終盤で、Charles Hoskinson 側から「IO の側でも、提案が通るようにできることをやる」という発言がありました。同時に、「システムの創業者がスイッチ一つで『はい、あなたは仲間だ』と言えないこと自体が、いかに分散しているかの証拠だ」とも述べています。支持の表明と、支持だけでは通らないという断りが同時に置かれた形です。
また、「勝ったエコシステムなどない、自分の順番に勝っただけだ」という一節も、この文脈に置かれています。BlackBerry、Internet Explorer、AOL、MySpace、Yahoo が並べられ、「うちのエコシステムは勝った」と言う人は塩漬けの保有者だと。Cardano についても例外にしていません。
この回で語られたものが、どう一つの筋になるか。
技術・ガバナンス・DeFi の 3 つのうち、技術だけが「済んでいる」という整理になっています。
この回の主張を一本にすると、「作るものは揃った。足りないのは、それを束ねて外に出す機能だ」という形になります。行政機能はその内側の答えで、AlphaGrowth のような外部の担い手はその外側の答えとして置かれています。
ホスト側の問いと、それに対する答えを 3 つ。
Brian合意や集団を作るたびにコミュニケーションが膨張して何も決まらなくなる。Cardano のガバナンスで、成長と停滞の潮の満ち引きをどう扱うのか。
メトカーフの法則の話として受け、行政機能(第三の府)が答えだと回答。立法・司法を先に作り、そこでしか解けない問題が自然に出てくるのを待ってから行政を立てる、という順番が示されました。アメリカの連合規約 → 憲法がたとえに使われています。
BrianRWA、エージェント金融、DeFi マレット —— どれが一時の流行で、どれが長く残るか。

The argument of this episode: Cardano's problem isn't technology, it's execution.
The legislative and judicial branches took two years. What's missing is an executive branch — and outside operators to work the DeFi side.
This episode is different from the others here. It is not a RealFi Office Hours call but a conversation published on YouTube. It is not covered by the Chatham House Rule, so the speakers are named. Whether the recording came from an official channel has not been verified, so nothing beyond the show name and participants is claimed.
What's in this episode
Legislative and judicial are built. Nobody owning vision and growth is the one hole left.
Asked how Cardano's governance handles the ebb and flow between growth and stagnation — the problem being that the more people you need consent from, the less gets decided — the answer was that Cardano is “literally on schedule”.
Retrofitting decentralised governance is described as having “to change the tires on the car while it was driving.” Start on day one and you can build anything; change it without a voting or consensus system already in place and you have to “figure out how do you get consent of people you don't know. In more than 100 countries and there's more than a million of them.”
The sequence taken: a constitution that sets what integrity is → a voting class the ecosystem believes is legitimate → unify them to build the executive function.
“You're not going to get good marketing, good growth and adoption, and you're not going to get a singular voice about a strategy to execute and achieve, unless you have executive function.” This diagram draws the analogy as it was told on the show. Constitution first to set legitimate rules, then a legitimate voting body under it, then an executive that derives its authority from that body — as an ordering argument that holds up. Put a strong executive in first and you cannot answer who granted it the power.
What doesn't hold is reading it as “the legislative and judicial branches are finished, only the executive is left.” That makes the current state sound tidier than it is.
Cardano has three voting bodies, and they vote on the same single proposal against different criteria. CIP-1694 itself calls them three distinct governance bodies and requires, depending on the kind of governance action, ratification by at least two of them.

Half right. They vote on treasury withdrawals, constitutional amendments, protocol parameters, hard forks, info actions and CC updates — every kind of action — which makes them the closest thing to a parliament as a policy-deciding body.
But unlike a parliament there is no mechanism for enacting general law, and no drafting or amending of text. There is no budget-execution or oversight apparatus, and many actions do not turn on DReps alone. “The principal ratifying body representing the community” is a more accurate description than “the legislature”.
Also half. Interpreting the constitution and ruling on whether a proposal complies does resemble a constitutional court.
But the CC does not adjudicate disputes, impose sanctions, review past conduct, or amend a proposal. It votes yes or no. “A committee that reviews constitutionality in advance” fits better than “the judiciary”.
The show never mentions them, but SPOs are the third independent body — voting on no-confidence in the CC, CC updates, hard forks and info actions. A hard fork cannot happen without the operators who actually upgrade the nodes, which is why they are an explicit approving party. They have no counterpart in the three-branch model at all.
On a treasury withdrawal or a constitutional amendment, DRep support fails if the CC rules it unconstitutional, and CC approval fails without DRep support. That is not a legislature passing a law and a court striking it down later in a separate case. It is closer to a multi-key approval that only opens when the required keys are present.
This is where it gets confusing in practice. The multi-key picture only holds for actions with on-chain effect. A treasury withdrawal or a constitutional amendment simply does not execute without the required approvals.
An info action is different. It moves no funds, changes no parameters, triggers no hard fork and rewrites no constitution. It records a vote on chain and that is all.
Both are “governance actions”, but one is a key that opens a door and the other is a note recording which way people leaned. added
The worked example is the Cardano 2030 info action. Submitted in December 2025, closing 19 January 2026, it expired without on-chain ratification — CC support was 2 of 7, short of the 66.67% required. DRep support came in at 66–68% depending on which published tally you read.
Intersect nonetheless described the outcome as “DReps signalled support” — not “ratified” — while also stating that an info action is a signalling exercise that does not require formal ratification. The wording is chosen carefully.
The constitution has the CC reviewing the constitutionality of governance actions including info actions. Protocol-side documentation, meanwhile, lists info actions as not subject to a CC vote. The two do not line up.
The Eastern Cardano Council abstained on the first Cardano 2030 action on the grounds that it was neither a budget nor a poll on a subsequent executable action, and therefore outside what the CC rules on. The same council argued the opposite about the Net Change Limit info action — that it underpins a constitutional treasury rule, so CC review is required and without the threshold there is no valid NCL. Even the CC is trying to sort one kind of info action from another.
What can happen today: an info action asks the question → formal ratification is not reached → an organisation reads it as “sufficient support” → that organisation carries on with the work.
And who interprets the vote, how much support is enough to adopt something as strategy, and how much legitimacy an unratified info action carries are not settled as rules.
So “we lack executive function” lands. But the inverse is also true: without settling what an info action means first, an executive would be free to read the votes whichever way suits it. addedThis point is not raised on the show.
The constitution, representative voting, constitutionality review and network approval are live. A body of law, legislative procedure, general adjudication and executive delivery are not yet differentiated. The show's “we need a third branch” is best read as pointing at the delivery part of what remains undifferentiated.

The analogy is post-revolutionary America. The Articles of Confederation left the executive too weak to do even what everyone agreed on — they couldn't get shoes to Washington's soldiers in the middle of the winter. The country didn't collapse; it replaced the Articles with the Constitution. Cardano is put at that same point.
Attached to this is a claim about pace: doing it in two years is “an extraordinary pace.” “It took the United States like a decade… and these were people that were literally willing to die for it.”
Nodes, developer experience, interoperability — all filed as solved. What's left is shipping.
The technology is described as having “not been molested at all”, with nothing listed as an open problem.
The Pentad Cardano's main organisations, acting together

It began as five — Input Output, the Cardano Foundation, EMURGO, the Midnight Foundation and Intersect MBO — but EMURGO stepped down in July 2026, so it was four by the time this was recorded.

Cardano was missing infrastructure no single DApp can install on its own: a major stablecoin, institutional-grade price oracles, cross-chain connectivity, on-chain analytics, institutional custody.
None of these end at the engineering. They need partnership negotiation, contracts, legal, budget, development, ongoing maintenance and governance approval — across several organisations at once. The Pentad isn't a new company or a single dev team; it is the joint steering arrangement for exactly that.
The community approved a 70 million ADA Critical Integrations Budget, with Intersect as administrator for contracts, disbursement and progress. Roughly five areas:
The gaps in integration that sat unrepaired — the baseline infrastructure a major ecosystem is expected to have and Cardano went years without. However good the individual DApps are, an ecosystem with thin stablecoins, no trusted price data, no inbound capital from other chains, no institutional custody and no external analytics does not grow.
Both come up in this episode and they are different kinds of thing. Pogun is a product being built; the Pentad is the arrangement for getting large integrations done.
Five is where the name comes from, but EMURGO gave notice on 8 July 2026, so by this recording (26 July) it was Input Output, the Cardano Foundation, the Midnight Foundation and Intersect MBO — four. The stated reason was to concentrate on handling the incident affecting SecondFi, a wallet EMURGO itself provided.
EMURGO is judged harshly in the conversation, but the departure itself is never mentioned.
Status is as of 1 August 2026 and can move.
addedLeios and Peras. Both are consensus-layer improvements — Leios targets throughput, Peras targets finality (how long before a transaction can be treated as settled). On the commercialisation side, Input Output has become a venture studio. Four things are named as Cardano-adjacent or directly on Cardano.

Ordinary DeFi lending liquidates you automatically off an oracle price every time the market dips. Pogun instead has the borrower and lender agree the rate, the term, the collateral and the default conditions directly, with a smart contract enforcing it. No routine intraday liquidation — collateral is dealt with on an actual default. It is closer to how real credit works.
Loan positions are issued as transferable Bond Tokens, with the intent of growing a secondary bond market on Cardano.
The front end, so an ordinary user never has to negotiate with a lender: pick a term and a yield and put BTC to work. Behind it, the deposit is allocated to real loans in the credit market.
Not a custodial bridge where someone holds your BTC, but a trust-minimised bridge built on BitVM.
You would expect the bridge first. Pogun does credit market → yield DApp → bridge, so that BTC arriving on Cardano can be borrowed against, lent and earning from the moment it lands. Build the bridge alone and the capital has nothing to do when it gets there, so it doesn't stay.
Pogun's own argument is structural affinity between Bitcoin's UTxO model and Cardano's EUTXO: deterministic transaction processing, predictable fees, native assets, a design that suppresses MEV, and non-custodial financial logic that is straightforward to express.
Led by Omer Husain, with team members who worked on Cardinal, Input Output's open-source Bitcoin bridge specification.
The funding shape is unusual too: not a grant but a partial investment, returning 20% of earnings to the treasury until the disbursement is repaid, then 5% in perpetuity.
This is the roadmap as proposed. What actually ships, and when, depends on funding, development and audits. Figures and status are as of 1 August 2026.
Elsewhere in the episode there is a line about “natural areas to grow like Bitcoin DeFi”, which is exactly the space Pogun occupies — though the two are never connected out loud.
What they share is being “intrinsically non-adversarial”: they bring in new people or new ecosystems, so “we don't have to go and steal users from Solana or Ethereum or Hyperliquid.”
Hence: “It's not like we're waiting for an Aave to come or a Uniswap to come and we have to pay $100 million and hopefully they'll solve our problem, it's more of can we get these ventures where they need to be?” — grow your own rather than court the incumbents.
Abstraction, smart compliance, PET, agents. Miss one and the whole thing fails.
Privacy alone isn't enough — Zcash is cited as the case where the technology exists but adoption stayed speculative.

Privacy Enhancing Technologies — the umbrella term for confirming something is true without revealing what it is. Three are named: ZK (zero-knowledge proofs), MPC (multi-party computation) and TEEs (trusted execution environments).
The everyday analogue is an ID check at a bar. Today you hand over your date of birth and your address; the only thing actually needed is a yes/no on “over 21”. PET is the machinery for handing over that one bit and nothing else.
Hide your age and you still leave the user tracking which chain their money is on — and they won't bother. That is what abstraction covers: “MCS gives you the ability to write to any chain you want. With ZK, you can read from any chain you want.” Read plus write means the user only has to state the outcome they want.
It replaces human review with a sequence of yes/no questions: “How many questions do I need to ask that are yes or no before it's safe to do business with you?”
This one isn't technical — it's the psychological barrier. The consumer answer hasn't changed in fifteen years: it's too complex, and I'm going to lose everything through my own mistake. Delegating authority to an agent that warns you before you send to a spoofed address plays the role antivirus played in making 1990s computing safe.
Each of the four takes a different obstacle — secrecy (PET), friction (abstraction), regulation (smart compliance), fear (agents). Drop one and the path is blocked.
PET privacy enhancing technologies
ZK, MPC and TEEs combined to verify without seeing. “You put those three primitives together, you can do anything… you can analyze data without ever seeing it, so you can replicate homomorphic encryption.”
MCS / intents multi-chain signatures
State what you want; don't care where it settles or how it's solved. Write with MCS, read with ZK and you get an end-to-end system. Credited to what NEAR brought to the table.
x402 / OWS agent payment / open wallet standard
Standards for an agent to hold a wallet and pay. OWS is integrated on Cardano and Midnight, and they have joined the x402 Foundation. Midnight Passport is “coming live at the end of the year”.
A photograph that no longer proves anything, and what follows from that.
This section is about veracity, not privacy. It opens with a photograph from more than twenty years ago.
Two brothers hiking in the Colorado mountains find a mountain lion up a tree. One of them climbs up to pull its tail — there is a picture of his hand about to close on it. He did pull it, got mauled, broke his leg. And now nobody will believe the picture is real, because generative AI exists.
From which: you need a veracity layer in addition to a communication reduction layer. “You can just decide arbitrarily what pictures and videos and text is real… anything that you don't like, you say it's AI, anything you do like, you say it's real.” Blockchains plus ZK are put forward as the only way to get truth anchors back.
The setup for this is Metcalfe's law: communication overhead grows quadratically with the number of nodes, so social systems drift toward “topologies of convenience” — aggregating onto super nodes like Google and Facebook, which collapses the graph.

Here it is used on the cost side instead: the more participants, the more coordination overhead, quadratically. It comes as a reply to the host's observation that getting a bill through Congress means every legislator adding one more line.
CeFi in the front, DeFi in the back — a convergence that is already happening.

The example is Morpho. Dollars put into a Coinbase savings or earn account get their yield from Morpho on the back end; the Robinhood deal has the same shape, and the integration is said to have cost hundreds of millions of dollars.

The worked example is insurance for wallets and bridges. Embed something non-repudiable at wallet creation and you can hold a policy without anyone knowing you hold it or who you are — then prove the funds were yours when something goes wrong. The other side is a collateral pool collecting premiums until a payout is due.
The second-order effect matters as much: to become insurable, wallets and bridges have to get better, because a policy has to meet suitability guidelines. “Consumer protection goes to the moon.”
The same logic runs on stablecoins. Asset-backed ones still bottom out in “some centralized company somewhere… and we hope to God that they're not cooking the books”, which is why algorithmic ones are preferred.

What agents fix isn't speed — it's the asymmetry in access, knowledge and sleep.

Who guarantees a strategy's performance, and who absorbs the loss when an agent misbehaves, are not addressed. The self-driving analogy places liability on the owner and the conversation moves on.
The hosts extend this into copy trading: a fintech called Autopilot licensing traders so retail can mirror them, and one of the largest Hyperliquid traders wanting a private TEE specifically so their positions and hedges can't be copied — “that is their alpha, right?”
The criticism is conceded as half right — and that half is the part being handed outside.

The “no ecosystem has won” passage belongs here too. BlackBerry, Internet Explorer, AOL, MySpace and Yahoo are lined up, and anyone claiming their ecosystem has won “is a bag holder and they're trying to dump their tokens on you.” Cardano is not exempted from this.
